Rob Hart established the development concept for a new community combining a 100,000 square-foot shopping village, 145-unit affordable senior housing and a nine-hole golf course on a 90-acre site in eastern Contra Costa County.  HartMarin coordinated the design and guided the preliminary development approval process of this project.  Development issues included wetlands and endangered species as well as significant traffic and economic impacts.
